Outline of Research at the Start

本研究では、確率的・動学的な経済成長モデルのフレームを用いて、洪水や干ばつなどの複数の災害ハザードに直面した一国経済を対象に、ダム整備や土地利用計画などの複数の防災・復興対策の効果を分析するモデルを開発する。そしてアフリカ3か国と中米1か国を対象にケーススタディを行い、各国ごとに防災・復興財政政策への示唆を導く。また、モデルに、エージェントベースモデルによって計算される災害後の社会的攪乱を取り込む方法を考案する。

Outline of Annual Research Achievements

2021年度は、動学的確率的最適化モデルの枠組みを応用した2種類のモデルによるケーススタディの結果を導いた。第一の、実物的防災対策のみを考慮したモデルに関しては、アフリカ2か国（ザンビア、タンザニア）を対象とした政策分析の結果を既にThe UN Global Assessment Report on Disaster Risk Reduction (GAR)に投稿していたが、その後に査読意見に対応した修正を行い、2022年出版の雑誌に登載されることが決定した。審査では、本研究が、政策の総効果を、「災害リスク減少効果」や「共便益拡大効果」に分解し、さらには「災害リスク減少効果」を、災害時に被害を軽減する効果である「事後的被害軽減効果」と、リスクの減少が誘導する生産投資の拡大効果である「事前的リスク減少効果」に分解して示す会計枠組みの開発などが評価された。第二の、実物的対策と金融的対策の双方を考慮したモデルに関しては、コードを完成させて、中米2か国（バルバトス、バハマ）を対象としたケーススタディを実施した。実物的対策と金融的対策の定性的、定量的な性格の違いを明らかにすることができた。最初の分析結果は国際総合防災学会(IDRiM)にて口頭発表した。これから、より詳細な分析を行って、結果を2022年度に国際学術雑誌に投稿する予定である。
一方、エージェントモデルの開発にも着手して、まずは過去に利用した日本の淀川流域を対象としたデータを用いた分析を共同研究として実施した。結果は、Journal of Flood Risk Managementに投稿し、登載が決定した。

Reason

本研究は、とりわけデータ整備等に関して、オーストリアの国際応用システム分析研究所(IIASA)の研究者と協力している。新型コロナウィルスの影響で、当初に予定していた招へいは実現しなかったが、遠隔会議システムを用いた打ち合わせによって、必要なコミュニケーションの多くの部分をカバーすることができた。投稿した論文の登載が決定するなど、2021年度まで順調に進行したと考える。

Strategy for Future Research Activity

2022年4月に、研究代表者の横松がオーストリアの国際応用システム分析研究所(IIASA)に異動することになった。日本の研究機関を辞職して海外研究機関に所属することになるため、本補助金を受給することができなくなる。そこでいったん本課題を中断することとする。
