本研究は、縮退局面にある都市の市街地において暫定利用されている空き地の変容プロセスとそれが市街地に及ぼす効果を分析することから、スポンジ化した市街地の改善に資する「空き地の時間的な集約・再編」の手法とそのマネジメントのあり方の体系化を目的とする。短期間での空き地の暫定利用や長い時間軸で捉える空き地の変容事例を対象に、空き地の動態分析および空き地の動態と周辺市街地への影響の様子の関係分析が主な研究課題である。空き地の変容プロセスのマネジメント手法検討、空き地の変容プロセスが市街地に及ぼす効果の検証、空き地の時間的集約・再編とそのマネジメント手法の体系化という3つの研究課題に分割して進めている。

This study addresses the issue of vacant land in shrinking cities by proposing innovative management methods based on temporal perspectives rather than spatial consolidation or reorganization. A key contribution of this study is its framework for managing vacant land through temporal aggregation and temporal reorganization. Under this framework, management methods that leverage attributes such as residuality, indeterminacy, openness, and potential are systematically derived and organized. These approaches emphasize adaptability, leveraging the flexibility and potential of vacant land to align with future urban goals. Ultimately, the study provides a comprehensive perspective on vacant land management, showcasing how a temporal lens can drive sustainable urban development and improve the functionality and vitality of shrinking cities.

本研究の学術的意義は、人口減少に伴う空き地問題に対し、従来の空間的集約・再編ではなく、時間的利用に焦点を当てた新たなマネジメント手法を体系化した点にある。空き地の資源化・暫定利用・安定利用・安定管理のプロセスを分析し、地域価値の創出や市街地改善に寄与する理論的枠組みを提案することで、空き地を主題とする都市計画研究の新しい方向性を示した。社会的意義としては、空き地の放置がもたらす社会的損失を軽減し、地域の防災性向上、賑わい創出、住環境改善といった多面的な社会的課題への解決策を提供する点が挙げられる。この手法は、地方都市や縮退都市における持続可能なまちづくりに貢献すると考えられる。
