| Outline of Research at the Start |
本研究は災害発生時，特に南海トラフ地震のような大規模で広域の災害が発生した場合の救援活動・被災者支援に取り組もうとするものである 。具体的には，(A)効果的な避難所や救援活動拠点の立地と(B)それらをつなぐ救援システムの運営について，地理学の立場から検討し，あるべ き避難所と救援活動拠点の配置を描き出すとともに，それを運営する救援システムの構築を目指す。それを通じて日本の避難所の生活環境の向上や効果的な被災者支援に貢献することができる。

| Outline of Final Research Achievements |
We have been engaged in crisis management research from the standpoint of geography, and have made several proposals. Focusing on relief activities after a large-scale wide-area disaster such as the Nankai Trough Earthquake, we aimed to construct an appropriate arrangement of evacuation centers and relief activity bases and a relief system to manage them, and through this, to improve the living environment of evacuation centers in Japan, which has become an issue, and to contribute to effective support for victims of the disaster. The first is a GIS-based study on the location of evacuation centers and relief centers, and the second is a study on the operation of the relief system connecting them. The study proposed the creation of a map to support relief activities, the formulation of municipal versions of emergency transportation routes, the establishment of facilities that can replace evacuation centers and relief centers, and the decentralization of residential areas in advance.

| Academic Significance and Societal Importance of the Research Achievements |
学術的な意義としては，これまでに十分ではなかった地理学における危機管理に関する研究に取り組んだことであり，危機管理体制と救援システムの構築を目指した。また，その際に地理学の貢献が少なくないことを示した。
社会的な意義としては，特に研究期間の只中に能登半島地震が発生し，道路の寸断，集落や避難所の孤立など救援活動と避難生活の課題が顕在化し，復旧の遅れや災害関連死の増加が指摘されている。こうした課題にいかにして対応していくのかが喫緊の課題となっており，避難所や救援活動拠点を代替する施設やそれらを結ぶルートに関わる救援活動支援地図や市町村版の緊急輸送道路の提案など本研究の成果の社会的意義は大きい。
