Outline of Research at the Start

2022年冒頭からの1年半ほどで、権威主義国の影響工作に関する理解と関心が日本社会の中で大幅に拡大した。しかし、現在もこれに関する実証的な研究は非常に少ない。そのため、本研究は日本におけるインターネットメディアを通じた中国の影響力工作を分析する。分析の目的は、日本において影響力工作を担うアクターや工作目的・手法を特定し、日本の安全保障と民主主義への影響を明らかにすることである。
なお、必要な場合はオフライン空間での影響工作との相互補完関係についても調査する。

Outline of Annual Research Achievements

2023年度全体を通して以下の作業を進めた。第一に、分析対象としようと考えていた対象のスクレイピングをほぼ完了した。
第二に、中国の日本における影響工作について分析を進めた。中国共産党が日本で拡散するナラティブ、その狙い、発信者間の関係性、トピックごとのナラティブの変化、発信者に見る情報源の変化など、多角的な観点から分析を行った。
第三に、共同研究を進めた。特に台湾情報環境研究センター（IORG）のYu Chihhao氏を一橋大学で客員研究員として迎え、定期的な情報・意見交換、およびデータ共有を行った。また、そこにさらに台湾の国立中正大学で情報工学を研究する王銘宏氏、およびディップ株式会社のデータサイエンティストである呉東文も加わり、中国の日本と台湾における影響工作の比較分析も開始した。
第四に、こうして進展させた調査結果を各所で研究発表および執筆の形で発表した。研究発表はポーランド、韓国、台湾、タイなどの各国において行ったほか、ウェビナーでも発表した。日本国内では他大学、各国大使館、研究会などでも発表を行ったほか、メディア関係者や政府関係者にも情報提供を行った。執筆は、日本および他国の雑誌から研究成果を発表したほか、日本の新聞や一般大衆向け雑誌にも寄稿した。
第五に、一橋大学グローバル・ガバナンス研究センター（Institute for Global Governance Research: GGR）をプラットフォームとして、同様の研究を行っている方々をお招きして講演や執筆をして頂いた。これにより、GGRが影響工作研究のハブの一つとして認知され始めた。
最後に、同じくGGRにおいて影響工作・偽情報に関する若手の教育に力を入れた。夏には集中セミナーを開催して日本全国の大学生を招聘し、偽情報から民主主義を守るための方策に関するトレーニングを施したほか、その後も毎月Zoomでトレーニングを継続した。

Reason

2023年度は処理水放出の問題を巡って日本が中国の影響工作の明らかな対象となったこともあり、社会の関心がこの問題に集まった。そのため執筆・講演の依頼が増え、これに伴って否が応でも調査を進展させなければならなくなった。これが良い後押しになった。
スクレイピングも順調に進んでおり、研究環境もさらに整備された。

Strategy for Future Research Activity

2023年度に終了しなかったスクレイピングを継続するが、フェーズは分析と執筆を中心としたものに移る。特に、2023年度から書籍の執筆を開始しているので、2024年度中にできるだけこの執筆を終わらせるようにしたい。それ以外にも2023年度に行った共同研究、情報提供、研究発表、執筆、若手の育成などを継続する。
