Outline of Research at the Start

イノベーションを振興するための特許制度が、実は妨げになっていることが指摘されている。その原因の一つとして、本来権利化されるべきではない、質の低い技術が多数特許化されることがある。このような現状は長く指摘されながら、問題が起こるメカニズムの分析はこれまで十分に分析されていない。そこで本研究では、特許審査を担う審査官の審査労働環境等の制度設計および特許制度の利用者である企業側のインセンティブの問題の両方に焦点をあて、データを用いて実証的に分析を行う。
