Outline of Research at the Start

気候変動の不確実性を考慮し,人口減少や高台移転等の背後地の将来変化も考慮した海岸保全施設整備・計画の方法論に関する研究ニーズは非常に高い.本研究の目的は,海岸保全施設整備計画において,気候変動の影響を考慮し,リアルオプション理論を用いて期待純便益を最大化するような整備時期や規模を推定する方法について検討することである.(1)高潮・高波の連続的な変動予測と浸水リスクの将来変化推計,(2)企業・人口立地の将来変化予測と気候変動適応最適都市政策の設計,(3)砂浜の減災機能と環境・利用価値を総合的に評価する方法の開発,(4)リアルオプション分析による海岸保全施設の最適整備手順評価について検討する.

Outline of Annual Research Achievements

将来気候における潮位偏差および波浪の確率分布から,再現期間毎の値を抽出し,打上げ・越波統合算定モデルIFORMを用い,越波量を算定する方法を適用した.高潮の時系列経過のモデル化を行い,越波流量に想定高潮継続時間と越波区間の堤防延長を乗じることで総越波量を算定し,浸水深と浸水範囲を求める方法を確立した.
打上げ・越波・越流の遷移過程モデルIFORMを高波・高潮・潮汐結合モデルSuWATに実装した従来モデルを,砕波水深を詳細に計算できるように改良した.実海域への適用のため,波向きも考慮し,波浪による越波から高潮による越流までの遷移過程を含む複合浸水を推定可能な,沿岸域における実用的な浸水リスク評価に最適な手法を提案した.
国立環境研究所の日本版SSP開発チームが作成した日本のSSP別市区町村別人口推計データを用い,将来の人口減少に伴う暴露の変化を考慮し,被害額を推計した.また,嵩上げ費用の価値は工事費そのものよりも必ず高くなる.すなわち,工事費そのものでなく,財政支出のシャドープライスを考える必要がある.これは,最適課税理論で議論される財政の限界費用に相当する.この財政の限界費用は,税収の変化がない場合は,支出額の限界便益に相当する.公共事業再評価委員会の公表資料から,治水事業の費用便益比を抽出して平均値を求め,財政支出のシャドープライスを設定して分析した.
リアルオプション分析では,将来の海面上昇量について,2℃上昇と4℃上昇の予測値を用いてシナリオツリーを作成した.各期間においての不確実性の幅を考慮することができるよう分岐を作成した.海岸保全施設整備計画におけるリアルオプション分析の具体的適用方法を示したうえで,その方法により経済的に最適な整備時期と整備水準を動学的に求めることが可能なことを示した.

Reason

ケーススタディ対象とした海岸において,越波による浸水を簡易に推定する方法について確立することができた.
打上げ・越波・越流の遷移過程モデルIFORMを高波・高潮・潮汐結合モデルSuWATに実装したモデルをさらに改良し,沿岸域における実用的な浸水リスク評価に最適な手法を提案した.
暴露の将来変化,財政支出のシャドープライスを考慮した方法について検討した.ケーススタディとしてリアルオプション分析の具体的な方法を示した.

Strategy for Future Research Activity

リアルオプション分析の検討について,設定が不十分な部分について改良を重ねていく.
嵩上げ工事以外の対策についても比較検討とする.
他の海岸で同様な結果となるかを検討し,一般化・汎用性について調べる.
