Outline of Research at the Start

気候変動の不確実性を考慮し,人口減少や高台移転等の背後地の将来変化も考慮した海岸保全施設整備・計画の方法論に関する研究ニーズは非常に高い.本研究の目的は,海岸保全施設整備計画において,気候変動の影響を考慮し,リアルオプション理論を用いて期待純便益を最大化するような整備時期や規模を推定する方法について検討することである.(1)高潮・高波の連続的な変動予測と浸水リスクの将来変化推計,(2)企業・人口立地の将来変化予測と気候変動適応最適都市政策の設計,(3)砂浜の減災機能と環境・利用価値を総合的に評価する方法の開発,(4)リアルオプション分析による海岸保全施設の最適整備手順評価について検討する.

Outline of Annual Research Achievements

三大湾を対象に,共通社会経済経路SSP毎の人口推移とIPCC AR6の海面上昇量の予測値を用い,潜在的な浸水危険地域の面積と人口の経年変化を簡易推計した.大阪湾を対象に海面上昇を考慮した潮位条件で高潮浸水計算を行い,浸水面積と高潮影響人口の将来変化を推定した.
高潮・高波の同時生起時には越波から越流に遷移する過程が重要である.高潮・高波同時生起実験を行い,越波量に及ぼす潮位変動の影響について明らかにし,実験値と既存の越波・越流遷移モデルとの比較を行った.高潮・波浪・浸水結合モデルによる同時生起実験の再現計算を行い,モデルの妥当性を評価した.また,最大高潮値を推定する簡易的経験式を開発するために,単純地形において10,000ケースを用いて数値実験を行った結果,数値モデルの推定値の再現性が認められた.
大阪湾を対象に,不確実な温暖化および高潮リスク増大への適応策として動的意思決定モデルを構築し,想定される経済損失を最小化するための堤防嵩上げ高さとタイミングを試算した.対象期間を2020~2100年に設定した上で,期間内に一度のみ意思決定が可能な初期計画と,5年毎に何回でも意思決定を行える動的計画を検討した.温暖化シナリオ,割引率,施工期間によるタイムラグが変化することで堤防嵩上げ最適計画にどのような影響が及ぶのかについて比較を行った.
将来に不確実性がある場合に用いられる意思決定手法の一つであるリアルオプション分析を海岸保全施設整備計画に適用した.海面上昇と将来気候台風による越波・浸水による被害額の算定を行い,リアルオプション分析を用いて最適な堤防の嵩上げ高さと整備時期を求めた.シナリオツリーの進み方により,気候変動対策が必要な時期と規模が異なることが示された.リアルオプション分析により,経済的に最適な整備時期と整備水準を動学的に求めることが可能なことを示した.

Reason

研究計画書に挙げた4項目のうち,3項目は順調に十分な成果を得ている.残りの1項目の気候変動と砂浜の地形変化の関係については,最終年度(2025年度)に検討を実施予定である.

Strategy for Future Research Activity

引き続き,高潮・波浪・潮位・越波結合モデルの開発を進める.越波・打上げ算定モデルについても,気候変動による砂浜の地形変化を考慮した条件に適用し,養浜などの対策効果の検討を進める.
SSP社会経済シナリオを考慮した市区町村人口の推計や社会的割引率の影響についても検討する.
また,現行の費用便益分析による現時点での整備や段階的整備計画とリアルオプション分析による整備の比較検討を,海面上昇を二項モデルで多段階に分けるシナリオを設定して行い,リアルオプション分析の有用性について評価する.
