Outline of Research at the Start

本研究では、戦略的コミュニケーション(Strategic Communications)と外国の干渉・情報操作（FIMI）への対抗措置について、その実施のための体制・制度の国際比較を行う。戦略的コミュニケーション/FIMI対策に係る体制、制度、原則、手続きの国別・組織別の特徴を特定し、共通点や違いを見出し、それらが生じた要因を分析する。特に、①システミックな要因（現実主義）、②組織的要因（組織論）、③システミックな要因に係る認識上の要素である戦略文化（新古典的現実主義）の３つの立場から戦略的コミュニケーションの制度の起源と発展に関する仮説を導きだし、マッピングにより得たデータによって検証する。
