Outline of Research at the Start	人口減少や超高齢化する地域の状況に応じて、住民主体の地域づくりが推奨されている。しかし、取り組みの「立ち上げ段階」の方法が精緻化されてきた一方で、様々な取り組みの「試行段階」を経て、持続性を担保するため、社会的企業化・非営利法人化・互助的組織化等を進める「事業段階」に至るまでの条件や要素が明らかにされていない点に問題がある。本研究では、①先進事例の分析に基づくエンパワメントの方法の可視化、②実際の地域コミュニティにおけるアクション・リサーチの実施、③アクション・リサーチに基づくエンパワメント方法と評価方法の提示という3つの方法によりこの問題の解決を目指す。
