Outline of Research at the Start

本研究では、頻発・激甚化する水災害への対応として、発生頻度や想定浸水深等の異なる事象に対し、段階的な建築を含む土地利用の規制・誘導手法による対応の理論化を試みる。計画規模や想定最大規模の洪水浸水想定区域図のみを与件として浸水リスクの低減を図る考え方の限界を踏まえ、作成・公開が進む多段階の浸水想定区域図に示された浸水リスク等を活用して、生命の安全や財産の保護などの浸水対策の段階的な目標を設定し、段階的な土地利用の規制・誘導を図る考え方とその実現方策について検討する。
