Outline of Research at the Start

薬物依存は国家/家族/個人に及ぼす影響が大きく、犯罪化と医療化の相反する視点から語られる政治的な問題であり、刑事司法あるいは福祉の対象として扱われてきた。だが、近年の薬物政策は国際的に大きく変貌した。薬物規制強化を目的とした厳罰政策から、薬物使用が及ぼす健康被害や社会的な不利益を低減化・最小化させるハームリダクションへと転換する国々が増える一方、日本では厳罰主義がもたらす弊害とその解決策の議論が続く。本研究は国際的な視点に立って、薬物依存と薬物使用の政策的な課題を歴史・文化的な文脈から総合的に検討し、変化し続ける薬物依存と薬物使用問題に柔軟に対応する新たな健康社会構築のプランを提案する。
