This study attempts to elucidate the political relationship between the central governments and the local societies in the early modern European states, especially analyzing the service and ordinary lives of the regional administrators in the 18th-century Russian Empire. The research activities might be divided into three: 1) a statistical analysis of the personal information of the state servants appointed to the local administrative organs from the 1710s to the 1730s; 2) an investigation into the processes and the principle of their selection and appointment by the Russian Imperial government; 3) a clarification of the feature of the local servants' everyday services and the response from the regional residents. Through these analyses we can point out the general tendency of the central government's rather neglecting the factor of the native regions of the newly nominated servitors in selecting the local administrators, causing many conflicts in the local societies at that time.
