The purpose of this study is to examine the factors of continuity of central retail district of the smaller cities in Germany, under the effects of international competition among cities. The results of this study show that main factors are to control the new construction of large shopping center by urban planning, to improve both traffic network and central retail district simultaneously and to take action to attract shoppers to central retail district.
