Kaitakushi, Hokkaido Colonial Office developed educational policies that was different from other prefectures to spread and to fix on primary education. In Hokkaido at that time, compared with other prefectures, its regional base was week. And because circumstances differed from region to region, Kaitakushi could not introduce a standardized educational system. Thus Kaitakushi implemented original policies such as opening various forms of school, drawing up simplified curriculum, instituting crash courses in how to teach and providing generous support to school.
