Outline of Research at the Start

本研究では、①非常事態の規模と時期に関する不確実性や財政出動の非効率性について、評価バイアスの影響や国際的なリスク管理のあり方を理論、実証分析する。ついで、②我が国が直面する構造的な制約要因(高齢化とシルバー民主主義、財政・社会保障制度の持続可能性、異次元金融緩和政策)の中長期的な影響を理論、実証分析する。さらに、③事前のリスク回避対応や事後的に実施される財政出動が地方政府、民間の家計や企業、金融機関などにもたらすプラス(補完)とマイナス(代替)の波及効果の実態を理論、実証の両面から評価する。こうした分析を踏まえて、非常時に適切な財政政策や財政制度の構築について研究をまとめる。
