Outline of Research at the Start

本研究は、既存の災害法制がガバメント的な構造をしていることを前提に、被災者支援においてむしろガバナンス的な対応が求められている各個別領域（①災害時要配慮者の避難支援、②災害救助、③生活再建支援、④災害復興 ⑤個人情報共有）をピックアップし、以下のようなステップを講じることで被災者支援法制の構造転換を試みる。
Ⅰ：各個別領域を規定している被災者支援法令を整理・分析する。
Ⅱ：過去の災害事例の調査をもとに、どのようなガバナンス的構造が各個別領域において適しているのかを明らかにする。
Ⅲ：関連する被災者支援法令のガバメント的な法制度からガバナンス的な法制度への構造転換に向けた提言をまとめる。
