Outline of Research at the Start

本研究では、①オールハザード型危機管理体制をわが国に導入し、特殊災害の対応体制に実効性を持たせるためには、具体的にどのようなリスクアセスメントや危機管理教育・研究体制、共助組織等を整備していく必要があるか、欧米の先進事例から明らかにすると共に、②COVID-19よるパンデミック下でのわが国行政における危機管理体制の問題を明らかにする。また③ウクライナ危機に直面しHome Frontにおける行政活動の継続体制の構築強化を進めているウクライナ周辺国の取組みから、わが国の行政に対し、長期化する危機事態に対しても継続可能な危機対応体制構築の方策を示したい。
