Outline of Research at the Start	本研究では、公共調達の入札プロセスにおける不正行為、特に談合の新たな検出方法を探求することを目指す。本稿で言及する「談合」とは必ずしも入札者間の共謀に限らず、発注者と入札者の間に存在しうる反競争的な取り決め、すなわち官製談合または癒着も含む。談合においては入札前の談合グループによる取り決めが必要となるが、電話やオンラインミーティングなどを通信媒体とすると記録が残る可能性があり、不正行為が露見するリスクが高まる。更に、談合グループが大きい程コミュニケーションがとりにくくなることが予想されるため、多くの場合において対面による接触及び会合がなされていると予想される。
