本研究は4つの研究班に分かれて研究を進める。第一に、理論研究班はCO研究全体の理論枠組みを提示する。第二に、国際比較研究班は海外の研究動向の調査と国際共同研究の推進を担当する。第三に、研修プログラム研究班は海外の調査を通して国内における研修プログラムを開発する。第4に、財源・評価研究班も海外の調査を通して国内における助成プログラムの枠組みを開発する。
