Outline of Research at the Start	内閣法制局の立法論と解釈論は、いわば持ちつ持たれつの関係にあって、互いに補強し合っている場合が多い。また、ある分野における同局の立法論・解釈論は、常に、他の分野における同局の立法論・解釈論とのバランスを意識して、組み立てられてきた。この点を踏まえ、本研究は、行政法の主要な分野において、内閣法制局の立法論と解釈論がどのような相互関係にあるかを明らかにした上、行政法学の基本理念（国民の権利利益の実効的な救済等）に照らしてなお検討の余地があるものについては、これを補い、またはこれに代わる立法論・解釈論を提示することを目的としている。
