Outline of Research at the Start	本研究は、明治憲法下における我が国の政治生活が「議院内閣制」という枠組みの下で組織化された過程で、この枠組みの必須の構成要素である「大臣責任」という原理が具体的にどのような形で現象したかを再構成しようとする試みである。憲法制度の国際比較において、大臣責任のシステム化は、理論よりも慣行に負う側面が大きいとされているが、西欧各国から意識的に制度を「継受」したわが国の場合、同様の事情が当て嵌まるのだろうか。また、天皇主権且つ君主無答責、政党制の緩慢な発達と言う背景事情の下で形成されたわが国の大臣責任制は、諸外国との比較の中で如何なる位置づけにあるかも併せ、分析しようとするものである。
