Outline of Research at the Start	先住民テリトリーにおける資源利用については、政府は先住民に対し、事前に十分な情報のもと、強制なく合意を得ることが求められる。これはFPICと称され、国際規範として認められている一方、先住民は各国の政治において影響力が乏しいことから、その執行が十分保証されていない。先行研究においては、執行が約束されないとされることが一般的だが、一部にそれが十分に守られている事例が確認されている。この研究では、21世紀に計画または推進された南北アメリカ大陸の先住民テリトリーでのダム建設を事例に、FPICが遵守される、あるいはされない条件を解明する。
