Outline of Research at the Start

国際的な選挙監視活動は、紛争後の社会に民主主義を根付かせる試みとして、日本外交で枢要な位置を占めている。80年代後半以降、日本政府は、この活動に数百人規模の文民を派遣してきた。ところが、派遣先での活動内容が部分的に紹介されても、どのようなプロセスでそれが実現したのかは依然として解明されていない。そこで本研究では、国内の政治過程に焦点を置き、冷戦末期以降、日本政府が文民の選挙監視活動参加をいかに模索し、その実現への道筋をどのように整えてきたのかを歴史的に検討する。
