Outline of Research at the Start	問い＝議会委員長が国の政策形成に果たす役割と影響を問う。明らかにすること＝1. 国会の発言と法案のテキスト分析により、政府、政党、法案の政策位置を推定する、2. 政府は、連立相手や野党が委員長の委員会には、その政党が望む法案を提出する、3. 政府は、連立相手や野党が委員長の委員会には、その政党が望まない法案を提出しない。学術的独自性＝1. 委員長・委員会・議会の影響力は、政府が議会に提出した法案を修正・廃案・否決する能力より、提出前の政府の原案作成を制約する能力という新しい議会モデルを提示、2. 連立の小政党や野党であっても、委員長を占めることで政策に影響を及ぼすことを示す。
