Outline of Research at the Start	従来、福祉国家論ではアクティベーションや労働者のスキル形成、医療保障については多くの研究蓄積がある。また、医療政策をめぐる国家と利益集団の政治についても多くの研究蓄積がある。他方、労働者が継続的に労働するための健康政策の研究はほとんど行われておらず、国家と市場（企業及び保険者）の双方が大きな役割を果たしているにも関わらず、その利害調整メカニズムがどのようなものかは明らかではない。本研究の問いは「健康政策をめぐる国家、企業、保険者というアクターの利害調整メカニズムはどのようなものか」である。本申請では、日本の健康政策をめぐる政治を明らかにすることが目的である。
