Outline of Research at the Start	本研究の目的は、障害者に関する法案成立の成否を決める規定要因とその政策過程を解明することである。具体的には、第1に、戦後日本の障害者政策に関するデータベースを作成し、その成立数・改正数等の長期的な変化を量的に明らかにする。このデータベースは、障害者政策推進に必要な基礎的資料にもなり得る。第2に、障害者政策に関する質的な分析を行い、それぞれの政策を、①障害当事者の要望が反映されたもの、②部分的に反映されたもの、③反映されていないものに区別する。第３に、定性的な事例分析を通して、どのような過程と条件のもとで、障害当事者の要望は政策に反映されるのかを明らかにする。
