Outline of Research at the Start	本研究では、2021年、タリバンの復活によって失敗に終わったアフガニスタンの国家建設に焦点を当て、その「失敗」の要因を探ることで、国家建設を成功に導く条件を考察する。アフガニスタン国家建設の失敗については、民主主義や人権（特に女性の権利）等、自由主義の価値を全面に押し出したことが失敗の主因であったという議論がある。本研究はこれとは異なった見方を示し、アフガニスタンで同時並行的に進められていた対テロ戦争という軍事作戦の論理に国家建設の目的に優先されがちであったことが同国の国家建設失敗の主な要因であり、必ずしも自由主義重視の方針が失敗を招いたとは言い切れないという仮説を検証していく。
