Outline of Research at the Start	世界選挙機関協議会（A-WEB）は、「世界の自由で公正で透明性のある参加型選挙を効率的にかつ効果的に促進する」ことを目的に2013年に設立された国際組織である。111か国・地域から121の選挙関連機関が加盟しており、そのほとんどは新興・後発民主主義国の組織となっている。「民主主義の促進」は欧米先進諸国の主導の下で1990年代に国際規範へと発展した。本研究では、A-WEBの中で新興・後発民主主義国同士が「民主主義の促進」をどのように内面化し、実施しているか（又はしていないか）を調査し、国際規範としての「民主主義の促進」の発展実態と同規範のライフ・サイクルの更なる解明を試みる。
