Outline of Research at the Start

新事業の開発・推進において、既存の法規制の変更や創出が必要である場合、新事業の推進主体である企業家は、行政から法規制を変えるに足るだけの証拠を求められることがある。ところが、事業実施前であったり、実施が限定的である状況下では、推進するための証拠は集めづらい。証拠に基づく政策形成が重要視される政策形成プロセスでは、証拠を集めることに関する政策的合意形成もまた必要とされるというジレンマが存在する。この問題に対して、本研究は事例研究の蓄積を通じて、事業推進とエビデンス収集の両輪を多段階にわたり正当化していくプロセスモデルとして整理する。
