Outline of Research at the Start	本研究の目的は母子生活支援制度発展のための効果的実践方策を、意識的要因と制度的要因から分析し提言することである。本制度は1947年に制定された制度である。児童の福祉増進を第一義的目的とし、母の自立生活構築支援と母子の親子関係維持支援を担う。意識的要因では主に母子生活支援施設を運営する施設長の意識（児童福祉に対する認識等）を検討する。制度的要因では主に母子支援制度の機能（効果的学習・就労支援制度の構築等）を検討する。最終的に本制度発展のための効果的実践方策を提言する。社会的養護児童の福祉増進を目的とするパーマネンシー理念に基づく包括的社会的養護体系を示し、本制度の、本体系下の位置づけを明示する。
