Outline of Research at the Start	ドイツは2022年に再生可能エネルギー比率47%（日本は23%）に到達しているが、その一因として、農村部のリーダーが「価値的保守」といった文化的理念に基づき再生可能エネルギー事業を展開していることがこれまでの研究で見出されている。ヴェーバーの文化的理念に関する分析枠組みは、現代ドイツの農村部でも充当しうると考えられる。さらに、発電装置の導入時に、村の「フェアアイン」（地域的クラブ）が貢献しているという示唆をインタビュー調査で得ているが、本研究では地域インフラ事業を担う自治体出資の公的機関である「シュタットベルケ」の役割も検討しながら、再生可能エネルギー事業を活用した地方創生政策を明らかにする。
