Outline of Research at the Start

2023年度から厚生労働省が運用を始めている「障害福祉データベース」は全国の自治体から利用者ごとの情報を集約する取り組みを進めている。このデータベースは申請者のこれまでの研究の懸念点を解消できる。
障害者総合支援法は、障害者本人や家族の申請に基づいて障害者本人の障害種別、家族介護の状況、支援の必要度合いなどを勘案して、自治体（市町村）が独自の基準で支給決定を行っているため、給付の基準が全国的に統一されていない。
また支給決定基準は誰がどんな生活をしたらいくら給付額が変動するのか、という行政側の「予算編成上の不安」にも繋がっており、本研究はこの不安を払拭できる。
