Outline of Research at the Start

福祉国家の計量研究では，社会支出の大きさを従属変数としたモデルが設定され，その説明力を高めることをめざした研究の蓄積があり，一定の成果が出ている．
本研究は，こうした客観変数による福祉国家研究に，社会意識論からのアプローチを追加 する．社会支出への選好を問 うばあいにも，給付面のみならず負担面も考慮しなければならない。このため高福祉の選好だけでなく，低負担の選好も同時に測定する．
社会支出の規模だけで再分配のすがたを正確にとらえられるわけではない．どのような方法で再分配されるかによって，再分配効果は変わってくるからだ．再分配の方法に対する選好も扱う．
