Outline of Research at the Start

本研究は、日本、米国、EUの公共調達を通じた障害者雇用促進の取り組みの現状と課題について調査および比較分析を行う。日本については障害者優先調達推進法に基づく優先調達および総合評価落札方式による障害者雇用促進策のあり方について、米国に関しては主に連邦政府のAbilityOneプログラムと先進的な州の障害者優先調達の取り組みと就労支援について、EUに関しては、英国と2014年EU公共調達指令に基づく加盟国の障害者雇用促進策について、それぞれの取り組みの実態、効果と課題を文献・資料調査および現地インタビュー調査によって明らかにすることにより、本研究目的の達成を目指す。
