Outline of Research at the Start

本研究は、地域自治の形成を志向する社会運動に注目し、望ましい生活保障とコミュニティ形成を実現する地域福祉の実践モデルを提示を目的とする。
地域福祉の政策化において、「地域のつながりの再構築」は客観的に逆らえない潮流として政策に含意される。研究では、①公的責任の縮減と表裏一体の進行、②「自立支援」の拡充と経済給付を伴わない「承認」の前景化、③地域福祉研究・実践の政策運営方法への傾斜の３点を批判的に捉え、つながりの希薄化の構造的な分析と「権利」「生活保障」「自立/労働」 「ケア倫理」など社会福祉の基礎となる原理の再検討を通して、地域での支え合いを成立させる政策と実践の理論枠組みを探究する。
