Outline of Research at the Start	本研究は職業教育・継続教育分野で長い歴史をもつドイツをとりあげ、多様な条件下にある人々のスキルアップを行う職業教育制度が、いかに人々の経済的安定・自立を実現しているか否かを基礎保障制度との関係で検証する。職業教育・継続教育の実際の適用・効果について各地のジョブセンターでインタビュー調査を行い、継続教育を通じた経済的自立に関するアンケート調査を行い、職業教育が持つ社会保障的機能について考察する。
