Outline of Research at the Start	本研究は稼働能力活用要件と就労支援の意義について、文献、行政資料、裁判例などの分析検討とともに生活保護行政の実態を踏まえて行う。このことにより、生活保護行政において生じている不利益処分を背景にした保護要件に基づく就労指導と、不利益処分に関わらないケースワークによる就労支援の関係を明らかにし、生活保護における就労の位置づけを明確にするものである。
