Outline of Research at the Start	本研究は、日中韓の高齢者介護政策の発展過程と内容・成果について同じ基準を適用して考察し、最も重大な政策課題ともいえるケア欠乏問題の実態を明らかにし、ケア欠乏が介護制度の発展過程で発生する問題なのか、それとも完成された介護システムの給付・サービスの不適切性によるのかを明らかにするための研究であり、研究対象は日本・中国・韓国・台湾などの東アジアの国・地域である。研究方法は、各政府資料や法令、先行研究に対する文献研究と、訪問調査を併用する。
