Outline of Research at the Start	国際的には1960年代から識字教育等をめぐる議論が展開され、各国において識字施策の制度化が進められてきた。しかし、日本では、識字学級や夜間中学、地域日本語教育の実践は積み重ねられてきたものの、制度化はこれからの課題である。本研究では、識字概念を地域日本語教育も含めて広く把握しつつ、被差別部落の識字学級の活動に着目し、その実践の蓄積から①全国的状況の歴史と現状を明らかにし、②活動にかかわる諸資料の収集・分析をめざす。その際、③識字教育の制度化がいち早く進んだイギリス、アメリカ、韓国の事例を比較のために参照する。上記①～③の調査研究をとおして、日本における今後の識字施策の充実の一助とする。
