Outline of Research at the Start	大学設置基準の改正が大学の質保証に係る教学マネジメントに与える影響を、高等教育政策における大学設置基準の現在史という文脈において読み解く。特に、大学設置基準と認証評価の関係から、大学設置基準がもつ大学の水準向上活動の基準としての役割に着目し、大綱化（1991）以降の大学設置基準の改正の経緯を分析し、今日の高等教育政策がいかに大学設置基準に反映され、実際の大学運営、教学マネジメントにどのような影響を与えているか、その歴史的評価を行う。
