Outline of Research at the Start	本研究においては，提案するV-Low帯災害情報ネットワークを実現するため，V-Low帯における信号電力，干渉電力，雑音電力を実際に測定することにより明らかにする．所望波の送信アンテナは自治体の建物等に設置されることを想定しつつ，他地域からの干渉波のオーバーリーチ伝搬特性を長期的に観測することで干渉に強い無線リンクの構築を検討する．また雑音電力についても雷や降雨の気象現象や太陽フレアなどの宇宙起源の雑音要因を考慮しながら，定点観測を長期連続に実施して，信号波帯雑音および干渉電力比の高い高品質な災害情報ネットワークを構築する．
