Outline of Research at the Start

現行の水害避難施策では，避難情報に関するガイドライン（内閣府）にも掲げられている「自らの命は自ら守る」の言葉に表されるように，自律した個人が標準的な避難主体として想定されている。本研究では,このような既存の概念に対し「自らの命を自ら『のみで』守れる人などいない」，というオルタナティヴを前提とした上で、ケアの倫理にもとづく避難施策の考え方や方向性について，実践科学として検討することを目的とする。具体的には，「最もケアが必要とされる人の避難ニーズの検討」と「人と人どうしの関係が避難行動にもたらす効果」というテーマを軸に，必要な事例収集，アンケート調査を行う。
