Outline of Research at the Start	区域区分制度は、計画的に市街地を形成する制度として機能してきたものの、人口減少下においては、その継続には憲法29条からの疑義がある一方、廃止すればスプロール現象を生じさせかねず、市街化調整区域のあり方を検討することは喫緊の課題である。一方、市街化区域内農地について、「宅地化すべきもの」から「あるべきもの」への転換がなされ、生産緑地制度の改正や田園住居地域の創設などにより、農と住の共存が、新たな市街地像として模索されている。本研究では、市街化調整区域の状況を、【実態論】、【計画論】及び【制度論】３つの視点から把握、整理し、計画的意図の対象及び農住共生空間としての今後のあり方を明らかにする。
