Outline of Research at the Start

組織の再編成や水利権の見直しなど、 農業用水管理の制度と組織に対して社会科学的視点からの再検討が必要である。そこで本研究は、日本および環境リスクに対応する管理体制(制度と組織)が構築されている台湾・オランダを対象に、公共投資を中心とした制度の変容と、管理主体の意思決 定に代表される組織面の特徴を解明する。また、社会水文学、制度の経済学、政治学の融合 により、農業水利の管理体制に関する学際的分析枠組みを構築することを目的とする。 本研究の分析から、持続可能な水利用を実現しうる農業用水の管理体制構築に向けた方策の提言が可能となり、停滞する日本の包括的な河川行政の再始動に貢献できる。
