Outline of Research at the Start	本研究では、面的に広く農地を農地として利用するための方法として粗放管理に着目し、そうした管理を可能にする地域レベルでのガバナンスの構築プロセスに焦点をあてる。その上で、管理の省力化・省人化と気候変動対応を同時に志向する管理を創造的粗放管理と規定し、事例の収集と比較を通じて、農地の創造的粗放管理への転換に向けた方法論の提示を目指す。本研究が達成されれば、将来にわたり持続的な農地管理を可能とする管理体系とそのためのガバナンス構築に関する実践的手法の提示を通じて、全国総人口減少時代における国土管理の方法論の進展が期待できる。
