Outline of Research at the Start	我が国では、1999年に発生した患者取り違え事故以降、医療事故は個人の技術や知識に起因するものは少なく、組織事故・システムエラーであると認識されてきた。それ故に本来は個人の資質が関係した場合であっても、専門的な技術や知識（テクニカルスキル）に対する評価までは踏み込めないことが多かった。我が国の医療安全対策は必要以上に個人を庇い、強引に組織事故としている可能性があるのである。本研究では、既存の医療事故調査結果を再検討し医療事故防止に係る個人のテクニカルスキルを改めて評価しその重要性を発信していく。
