スポーツ団体の不祥事の多くは「内部告発」によって明るみになっている。2022年6月1日に施行された改正公益通報者保護法は、内部通報を行う人々を保護し、不正や違法行為を報告する環境を整備するための法律であるが、スポーツ団体や大学運動部では適切な運用や整備が進んでいるとはいえない。一方でフランスでは、公益通報制度（サパン第２法）が拡充されておりスポーツ団体の不正防止に一役を担っている。本研究の目的は、スポーツ団体における公益通報制度の適切な環境を整える知見を得るため、とりわけアクションリサーチの手法を用い、日本とフランスのスポーツ団体における公益通報制度の現状を詳細に調査分析し課題を明確にする。
