Outline of Research at the Start	①「従来型エネルギー安全保障」と比較する形で、脱炭素が進む中でのエネルギーシステムの安全保障上の課題、その変化を抽出する。 ②「脱炭素型エネルギー安全保障」という新たな概念を提案し、これを構成する具体的な指標を考案して示す。 ③日本を含む主要国について、「脱炭素型エネルギー安全保障」の指標データを示し、比較検討する。これら３段階の研究の一環として、近年起きた「エネルギー危機」や「気候危機」といった環境変化について、各国の政策実務家にインタビューを行うことで、実践的な概念や指標になるように努める。
