Outline of Research at the Start	パリ協定以降、人為的な温室効果ガスの排出と吸収をバランスさせる「ネットゼロ目標」を新たな政策目標として掲げる動きが世界各国で急速に普及している。しかし、経済発展レベルや歴史的排出といった点で各国が担うべき責任や能力の違いをどのように国別のネットゼロ目標にフェアに反映させるべきかについてはいまだ多くの課題がある。本研究では、国別のネットゼロ目標の倫理的・政策的妥当性を公平性の観点から検証し、よりフェアな目標設定に向けた政策枠組みを提示することを企図する。公平性原則の理論枠組みを構築し、ネットゼロ目標の達成時期やCO2除去による残余排出の相殺の責任分担のあり方を複数の公平性の観点から検証する。
