Outline of Research at the Start	近年では、公共サービスの提供や地域振興といった「地域の生活環境の維持」を図るうえで、地域住民等によって結成された団体（地域団体）が重要な役割を果たしている。もっとも、地域団体がこうした任務を担うにあたっては、「一方で地域団体の自発性や創意工夫を尊重しつつ、他方で当該団体の活動の適切性、より具体的には費用負担やサービス内容の公平性が担保されるような仕組みをどのように整備すべきか」という問題の検討が不可欠である。本研究は、地域団体の組織形態と具体的な活動内容を整理し、ドイツの関連する議論を分析することで、上記の問題の解決を試みるものである。
